Project partners – constellation

Jelgava Local Municipality, Latvia, Educational Board is municipal institution who coordinate and organize education processes in Local authority which located in Southern part of Latvia. We monitor the educational process in 18 educational establishments, about 3200 students and 470 teachers. 1 educational establishments provide vocational education programs. 10 educational establishments provide special education programs (with learning disorders, behavior problems, etc.) and inclusive education.
Our main tasks are:

  • Organizes education for students with special needs, psycho-pedagogical assistance (educational psychologist, special educator, social pedagogue).
  • Lead children and youth vocational guidance, career education and to promote youth participation and personal growth;
  • Administer municipal budget funds for further education of teachers, learners and support staff for educational activities (competitions, camps, etc.);
  • Provides pedagogically medical commission accessibility to learners;
  • Compile and analyze statistics about the educational process and the results, prepare national statistical surveys;
  • Organizes and oversees teachers' professional development, coordinate and provide methodological work;
  • Organize teachers and trainers further education and professional development;
  • We are engaging in educational development planning in the municipality, including participation in educational institutions strategy planning.

Primary school Cirkulane – Zavrč, Slovenia, is different from any other schools in the area. It is one school with one principal, the same teachers, but located in two municipalities. The school is situated in the Northeast part of Slovenia. A part of the school is also a kindergarten on both locations. The beginning of education in Zavrč dates back in the year 1771. First pupils had their lessons in a private house. Sexton Marko taught little kids about the beauty of reading and writing and the secrets of computation every Sunday afternoon. Eventually the number of curious children started to grow, so they had to move in an old Murkovič house. The real school opened its door in the year 1888. It survived the WW1 without any damage, but a part of it was later damaged in the earthquake. In the WW2 the Slovene teachers were replaced by German ones. Today’s school was built in the year 1997. In Cirkulane, which is around 20 km from Zavrč, stands the other part of our school. The important role in the development of education had the noblemen from castle Borl. The beginning of education in Cirkulane was in the year 1744. First lessons were in an old building near the church. The school building which is in the use today, was built in 20th Century. Today the school has 65 employees and 280 pupils. Our pupils come from different social backgrounds. They also have different learning
abilities, which are sometimes a great challenge for the teachers. The teachers try to help the children in need in any way possible. It does not matter if the problem they have is educational one or not, we try to reach out for the pupils and be there for them.
We decided to be a part of the Erasmus+ project, because it is one more way to help the pupils to find the right path and not to find themselves in the situation of the NEET youngsters.

Entrepreneurship Movement Club (EMC), Slovenia, is a Non Governmental Organisation based in Slovenia. It was established in 2015 to meet a growing demand for international entrepreneurship youth work services. Through a team of dedicated and experienced coaches and trainers, EMC’s team provides interactive and customised training, coaching and capacity building in entrepreneurial development and leadership skills.

Highly skilled and experienced EMC’s professionals support young people to become successful entrepreneurs, leaders and positive role models in their local and international communities. They boost their levels of self-esteem, confidence, entrepreneurial, communication and social skills and tailor these skills to match specific context, culture and objectives. EMC members have previously been actively involved in the Entrepreneurship & Youth sector since 2005 and also have a long track record working with economically and socially deprived communities.
EMC’s commitment for developing, supporting and promoting volunteering is seen from a strong and loyal volunteer base. Working team as well as volunteers at EMC have coordinated and partnered in a number of successful EU funded projects with other organisations from across Europe, Africa and Asia and works on active partnering in Australia and USA. Through these projects team and volunteers have developed significant expertise and experience.


Biedriba „ideA”, Latvia, was founded in 2007 as local youth organization. Since 2010 organization made statute changes, target group is rural society, including different society groups, more focusedon youth. Located in middle of Latvia – Jelgava district, Platone parish. Works with local/national and international projects. The main mission of organization is development of civil society in rural area. Itis reached by raising up self-confident, creative and democratic new generation in rural area. It has experiences in EU program Youth in Action since 2008, as sending and hosting organization. ideA has a strong connection with Jelgava Local Municipality to work with social excluded youth in rural areas. During the actions persons involved in this project have accumulated experience in non-formal education methods that are used in everyday work with young
people in the rural region and intended to be used in the implementation of activities during strategic partnership project as well. The objectives of biedriba „ideA” or NGO „ideA” are: - development of civil society in rural area - development of lifelong education in rural area - non- formal education projects - to promote motivated, confident, creative and democratic new generation in rural area - to provide information and experience exchange. All members of the organization are volunteers, there
is no paid stuff. Members of the organization are local youth and youth workers, youth leaders.

The Forum for Freedom in Education, Croatia, is a well-recognized civil society organisation active since 1992. It works on harmonising the educational system in Croatia with the educational standards of modern democratic societies, guided by the principles of choice and equal access to education that enables the self-realisation of a person.
Our innovative, high-quality programmes provide support to teachers and schools, children and youth, university lecturers and professionals working with children and youth in the educational and the social welfare systems. The programmes of teaching advancement, civic and health education, skills of non-violent conflict resolution and improvement of school management are designed for those stakeholders.
The goals of the programmes of the Forum for Freedom in Education are achieved through professional training seminars and educational activities, studies and analyses, campaigns and creative competitions, as well as through direct work with teachers and schools. Publishing plays an important role in disseminating best practices by way of compendia and other publications available on the organisation’s web site. Particular attention is paid to the development of high-quality programmes for children and youth so that they can gain knowledge and skills for their participation in societal and democratic processes.
